Dawn Moris is a former Project: WATCH agent who fought through both the Insurrections and the Human-Covenant War. Some time after the war she was promoted to Vice Admiral and became the director of the Delta-7 Division under ONI's Section Three. She grew up on her homeworld of Europa, one of the moons orbiting Jupiter. She was recruited into project WATCH at the age of four after her parents were killed in an Insurrectionist attack during a business trip in the outer colonies.
