There are several different reasons that plants do not produce seeds. Some are bred to not have seeds -- like seedless grapes -- because thats the way people want them to be. Seeds could also be missing because of genetic drift or because the plant doesn't need them to propagate. Some plants already have other successful ways to create new plants of their own kind: roots spread and start new shoots, bulbs split and spores or rhizomes (like ferns).
