Tedam was a Major who was in charge of the Imperial forces on Wobani. Leia Organa met with him during a humanitarian mission to the planet. He refused her request to relocate needy Wobani citizens but was forced to allow the princess to take 100 people off the planet when she hired them as "crew" for her ship.
