In the years following the End War, most citizens of the Terran Dominion had access to the hypernet, and the fact 1.2 million terrans on Chiron were without access was viewed as a failure of the Dominion by Universal News Network. Hypernet Helpline was a program on Universal News Network that gave tips on how to use the hypernet more effectively.
