Kelly Steading was a Grayson steading, or feudal province. In 1907 PD, the ruling Steadholder of Kelly was a member of the Conclave of Steadholders' conservative wing, and opposed both Honor Harrington and the reforms of Protector Benjamin IX. (HH5)
