Cynthia Cluxton is a Petty Officer assigned to the Norfolk Naval Base and who appears to have some history with Special Agent Timothy McGee. In addition to that, Cluxton was also a murderer responsible for the death of her former girlfriend, Janice Santos. Not much is known about Cluxton's life but it's revealed that her father, Dawes who was an NCIS Special Agent had investigated a case similar to Santos's nearly ten years previously but according to Donald Mallard, Dawes had passed on seven years ago, hinting that the Agent had died some time in or around 1997.
