In 2369, the government had publicly expressed its doubts about the effectiveness of the metaphysic shield, which had been invented by the Ferengi citizen Doctor Reyga, in protecting a ship within a star's corona. Later that year, after Doctor Beverly Crusher autopsied Reygar, Captain Jean-Luc Picard expressed his concerns about the significant repercussions of the Ferengi government getting involved when it learned that the burial rituals of one of its citizens had been violated.
