This is an Ice Release ninjutsu where the user creates a large bear's head made of ice over either of their hands and they can use it to attack the enemy. The user uses their ice-covered hand to open the jaws of the bear head and clamp down on any part of the target's body, mainly the limbs, and that part will quickly become covered in frost. Once it's covered in the frost it can be shattered by any blunt force, causing the victim to permanently lose that limb.
