The issue starts out with Captain America, being shown sky diving into a dense forest in Vietnam, without a parachute. He is sent by the US government to neutralize the surviving Viet Cong members from the Vietnam War, who has taken many hostages from local villages and tortured them in pleasure of their sadistic and brittle minds. Then, Captain America lands down with his own feet, suffering no damage and checks his radio. There, he communicated with his radio contact and guide, Sharon Carter. Sharon told Cap that the Howling Commandos are pinned down in a village near a river, and they're overwhelmed and requested immediate back-up.
