Hsu Hao was never really part of the Special Forces. He was ordered by Mavado, leader of the Red Dragon, to join them and then when they were vunerable, destroy the Outworld Investigation Agency, which the Special Forces used to find new realms in Outworld that connected with Earthrealm. He succeeded and destroyed the OWA, but was killed by Jax for revenge.
