The Benten District of Toshi Ranbo was home of the Mantis Embassy. It was a subdistrict of the larger Kurai District. There was actually little distinction between the Benten sub-district and the rest of the Kurai District. It was created for largely ceremonial purposes, recognizing Benten, the Fortune of Romantic Love.
