The Cloaktower was Neverwinter's local Mages Guild Headquarters. In NWN 1 any aspiring arcane magic user could apply for membership and would be accepted so long as they successfully completed the Initiation Quest. Upon completion they would recieve a Many-Starred Cloak as an icon of their membership and extra goods as well as future side quests in later chapters.
