Frostwolf Wolf Rider can be found in Alterac Valley. Ten Frostwolf Wolf Riders will spawn if your faction has collected enough wolves and hides. They will patrol Frost Dagger Pass until their commander dies or a player gives them the order to strike Dun Baldar.
