Every citizen of Arcadia can participate in the Arcadia provincial elections, if he is on an official election list. Lists are by province and can be established by any citizen, if the list contains just 2 citizens for the Second College and at least 10 for the provincial government, and if the list is registered at the Arcadian Election Office two months before Election Day.
