Mookie Perkins was a homeless man who was also a drinker. He was seen picking up the shreds of money that Anthony DiNozzo and Ziva David had managed to drop out of a moving truck in hopes that Leroy Jethro Gibbs and Timothy McGee would pick up. Perkins who didn't know that the money was counterfeit obviously thought that his dreams had come true. Gibbs and McGee were later seen interviewing him for a clue as to the truck's whereabouts.
