Kenneth Mangrum was a Havenite citizen and an officer of the Office of State Security. Holding the rank of Lieutenant, he served on the secret prison planet Hades. After the prisoners led by Honor Harrington took over the planet, he was tried and convicted of second degree rape, kidnapping, and two counts of abuse of authority for personal gain. He was, however, found not guilty of the murder of Lieutenant Weiller, a female prisoner he abused, mostly due to a lack of evidence. He was sentenced to seventy-five years of imprisonment without the possibility of parole. (HH8)
