Fleet Admiral Chung was a Starfleet officer active during the 2280s. In 2286, Chung was stationed at Starfleet Command, and reluctantly met with Spock when Spock asked to perform tests on the Romulan cloaking device in Starfleet's possession (c.f., TOS episode: "The Enterprise Incident"). Chung gave Spock permission to perform the tests, and inadvertently helped place Elliot Tindall on the investigation, as well. (TOS novel: Timetrap)
