The District List (located at the top left corner of the screen by default) allows you to change to a different district of the outpost. There are usually multiple districts (depending on the current traffic of players) for your territory as well as an international district. The international district is set aside for players all around the globe to join. If you have a friend or a guild mate that wants to meet you in the same district, just refer to the district list to see which district ID you are in and let him or her know so they can meet you.
