Two of Three is a Level 20 NPC introduced in game on October 8, 2013. Two of Three is known to spawn in designated areas such as: North of the Cursed Graveyard! dungeon located in Stillwater Crossing, and north of the Spiralmint Patch in Highroad Junction.
