It is forged by transmuting all of the priest Khalim's remaining relics (the Eye, Heart, and Brain) with his Flail in the Horadric Cube. While destroying the Compelling Orb as part of the quest, Khalim's Will is also destroyed. The quest item can be used as a weapon. It is often muled onto freshly created characters, as it is quite powerful in the early game, especially since it has absolutely no requirements.
