Truce Amongst Rogues is an upgrade for the TEC Rebels that allows them to ally with the Pirates, Rebels/Neutral ,and the Militia. This can be immensely useful throughout the game as if researched early on, it will allow you to focus your funds on research and building colony frigates to quickly colonize planets rather than building up large fleets of frigates to deal with large militia and pirate fleets.
