The Council of Circles is a section of government for the Tarn Empire. The Council of Circles works with the First Circle to lead the Tarn government and Tarn Imperial Fleet. The Kala Circle is a member of this council. The council can declare if a Tarn Circle is broken or un-broken. (TNG novel: The Forgotten War) It was not documented if membership to this council was limited to Royal Circles or all circles.
