Fred was an Imperial Officer on an unidentified planet base in the Republic. He wasn't very intelligent and possessed a highly pitched squeaking voice. He was Bob's best friend despite the difference in era, Bob being a clone and Fred being an Imperial. They frequently annoyed and hurt Commander unintentionally, this being a side effect of the pair's antics.
