Robert Garret was a Major of the U.S. Army Corps of Engineers. He was responsible for analyzing the lower deck of the George Washington Bridge and certified as being completed and be able to transport specific larger loads and traffic for the military. Garret later wrote his analysis to Captain Samuel Cooper.
