The Griswald bomb is not that powerful, only designed to kill one person. The detonater responds to pressure or a remote signal. For example, if an assassin implanted a Griswald in all of the target's food supplies (one Griswald in each loaf of bread, ect.), he/she could then sit back and wait for the small pop that indicates the target's head exploding.
