Owen Stephens is a San Francisco, California activist. He was sworn in by Mayor Gavin Newsom on November 8, 2006 to a four year term on the Treasure Island Development Authority Board of Directors; he is a resident of the Treasure Island Neighborhood of San Francisco. Stephens was elected President and Chair of the Authority in July 2008. He was raised in rural Murphys, California in the Sierra Foothills.
