Prior to 1998, the site's location was part of the neighborhood of Little Italy and several businesses stood in its place. However, during 1998, Toni Cipriani and 8-Ball set-up several bombs in the abandoned subway system beneath Fort Staunton at Donald Love's behest so as to demolish the area, so that Love would be contracted by the city to rebuild it, thus reigniting his career in real estate development.
