Legacy also known as Scimitar was an unnamed assassin hired by Star City criminal crime lord Tobias Church as protection against Prometheus and help with his War against Team Arrow. Tobias Church gave him the job of killing Oliver Queen which he believed he did successfully however he didn't instead he faked killed The Human Target who was acting as the decoy to Oliver Queen. When Team Arrow attacked Tobias Church and his allies he helped fight them off however he was eventually killed by The Human Target.
