The Tortoise Embassy was established in the North Hub Village, a Tortoise seat of influence rather than Otosan Uchi. After the Fall of Otosan Uchi in 1159 the embassy was protected by ronin and Mantis mercenaries. The Miya, the Sword of Yotsu, and the Wolf Legion still had representatives within the embassy.
