Horitsu Tobatsu is a Marine Vice Admiral. He is the rival of the bounty hunter Jesse Pleinlune, since both constantly meet themselves running after the same pirate, though they have to teamwork once in a while. Horitsu believes that all evil should be punished in order to create a peaceful world, doesn't matter what it takes to do it.
