Delka was a Ferengi first contact specialist serving the Ferengi Alliance in the late 24th century. In 2385, Delka accepted an assignment to the civilian science vessel Athene Donald, who's mission was to achieve peace through science and exploration. When contact was made with the Chain, Delka provided assistance to Maurita Tanj and later negotiated a boarding party to be sent over to the Chain ship, who's crew had been steadfast in refusing access to their vessel.
