Khalim's Flail is a quest item that is used for making Khalim's Will, and it is related to the quest of the same name. The flail can be used as a weapon, though even in Normal difficulty, it is an inferior weapon. Even a standard Flail has higher base damage, with Khalim's Flail's bonus to Lightning damage being its only advantage.
