The Ministry of Conversion is a branch of the government of the Covenant tasked with exploring stretches of space that were already discovered by the Covenant, seeking out new potential devotees to the Covenant's faith and hierarchy. It is illegal for Covenant members that are not part of the Ministry to perform these tasks, though this law was ignored during first contact between Humanity and the Covenant.
