General Order 452: Preemptive Measures Against Terrorism and Insurgency was a galaxy-wide command issued by Director of Imperial Intelligence Nyna Calixte and Commander-in-Chief of the Special Operations Command Camila Ivy Tavira and authorized by Galactic Emperor Roan Fel to all Imperial personnel within Imperial Intelligence and the Imperial Special Operations Command, regarding the policy of the Galactic Empire on its galactic defense against foreign and domestic threats. As a formal general order, it was binding to all personnel employed by the Special Forces and Intelligence, and willing or unwilling resistance to execute these orders was legally equivalent to treason against the Galactic Emperor.
