Nokar was a male 24th century Klingon individual who, by 2381, had achieved the rank of colonel. During the invasion of the Borg Collective that year, Nokar alerted Khitomer City governor Talgar to the defense of the planet Khitomer by the Starfleet vessels USS Arimathea, USS Constant, and USS Ranger during his coordination of their surface-based defense campaign. He snidely commented that the Federation was willing to throw away a few more ships, but was more optimistic after the Ranger shifted out of phase to defeat the cube.
