You have manpower. The manpower you have is the 75% of men population. Each turn, you get +6% of your base manpower. Example: Mexico has 54000000 of mens. The 75% of that is 40,500,000. This is the maximum of troops you can recruit. This quantity is the same number of recruits that will replenish your lines if you get loses in a battle. Each 7,500 troops have the cost of 2,000 money. You can recruit the amount of soldiers you want, but you must know that you shouldn't do it. You can get without soldiers to replenish your armies or you can get bankrupt.Costs
