The British Council is associated with the British government and was formed by Royal Charter of the British government in 1941. It teaches English and promotes British foreign policy overseas. Its aims are the following: In May 1959, the USIA, the Center for Applied Linguistics and the British Council held the "Teaching English Overseas" conference in Washington, DC where the details of American and British programs was discussed.
