Sheriff RL Clarkson is the County Sheriff where the Franks family farm is. While he is not a member of Humanity First!, he is anti-mutant. He loses, destroys, or doesn't collect evidence in any of the attacks on Kayda. After illegally executing a legal search warrant at the Franks' farm, he and his deputy are relieved of duty and arrested.
