[Source] The Sky Torch was a weapon designed by the eccentric Doctor Nasan Godera, one of the Galactic Republic's chief scientists. Godera began the project sometime before the Great Galactic War with the Sith Empire, as he resigned his position of Chief Designer at the Republic's Advanced Development Laboratories in disgust when the Republic accepted the Treaty of Coruscant in 3653 BBY.
