Bayushi Rakitori was an Emerald Magistrate who favored the Naginata and lived at Otosan Uchi. In 1123 he was one year before his age of retirement. He was responsible to overwatch the Magistrate's Memorial, dedicated to Soshi Takasho and Akodo Minobe, the two Emerald Magistrates who uncovered Iuchiban's plot.
