Naskeel was a Tholian Mage who was held on Deep Space Station M-33 following an attempt to merge with the Ifukube Veil in orbit of Veletus V, and whom Commodore Julius Merrill had agreed to turn back over to the Tholian Assembly. As Naskeel was labeled an "Outsider" by the Assembly, Naskeel asked Starfleet for political asylum. Captain James T. Kirk was later able to negotiate with Tholian Commander Iskel to open a dialogue with Naskeel, with the aim of creating a new role in Tholian society for the Outsiders. (TOS short story: "Fracture")
