If you're talking about Ebern and Luders, it's very likely they were given those powers by Yhwach. Considering Yhwach is the progenitor of the entire Quincy race, and all Sternritter got their unique powers from him, it doesn't seem unlikely he gave those Arrancar Quincy powers. At least, until they stopped being useful and he needed more deaths to sustain himself.
