Forbidden Status only exists in Advanced Format and Japan, since Traditional Format does not possess a Forbidden List. When a card is Forbidden, no cards of that name can be used in your Main Deck, Side Deck or Extra Deck. All Forbidden cards are by default Limited in Traditional Format and If a card is Illegal, it means it cannot be used in the official card game at all, not in tournaments, not anywhere
