It mainly depends WHEN you're asking, as obviously, during Episode 1 it's definitely Windu. But then again, if you mean strength in the Force, Anakin would be the winner. However, if by strength in the Force you include knowledge, ability to use, etcetera etcetera, Mace would win. At least in Episode 1, and 2 for the lightsaber skills.
