Mr. Ellis was a man who jailed the Ghostbusters, but later freed them so that they could get rid of the ghosts of the people that died when the Lady Anne sank. He did not even care if he had to pay $5,000 for every single ghost and also pay additional money for imprisoning the Ghostbusters.
