Tsukuyomi is known as the "Ultimate Genjutsu", while the Amaterasu is the "Ultimate Ninjutsu". The Tsukuyomi's attacks are entirely mental, while the Amaterasu's attacks are entirely physical. It also was considered there was no way to avoid Tsukuyomi, just like there was no way to avoid Amaterasu. However, Sasuke proved both statements false when he avoided both.
