The Plasma Mining and Refining Center was a facility in Ogana, the capital city of Utapau, that mined and refined plasma. Built by then-King Veruna Arcadia and Senator Malus Palpatine, it was constructed after high grade plasma veins were discovered under the streets of the city. The facility's plasma was sold to the Trade Federation at a fixed cost, but the Federation sold Utapau short by selling it to other buyers at marked up prices. The purchasing deal with the Federation ended, and Arcadia launched a number of initiatives aimed at expanding the size of the planet's armed forces, acts that led to his assassination.
