The most notable difference is title of their leader. For the smaller villages, their leader is called a Village Head, while in the larger villagers, they are known as a Kage. Kage are Village Heads of one of the Five Great Nations' Hidden Villages. Other than that, it's a question of resources. Larger Hidden Villages are supported and hosted by much richer countries, allowing greater infrastructure and revenue in the short and long terms.
