Steven Panacek was an alias used by Serbian national Stefan Tanzic in order to enter the United States after the war in his homeland. He could not enter the country under his birth name because he had committed war crimes as an officer in the Serbian army. Tanzic later took on an additional identity, that of Victor Spicer, a taxi driver from whom he bought a hack license. (SVU: "Payback")
