At the beginning of the game you start with 40 expansions and few more squares (near the Co-op building by the rocks). None of those free expansions are count toward the 'Boundless Domain' achievement. * Tools are rewarded from filling train or plane orders, gift boxes, and cash chests. * You can earn the 'Boundless Domain' achievement by expanding your Town. * The achievement will also show you how many times you've expanded your Towns land. * You can view all costs for using cash to speed things up here.
